"Face aith torrential floods, campsites represent a very special challenge because of their frequent location in flood-prone areas and the fragility of their infrastructures. This is why the legislation in force gives priority to informing campers and evacuating them in the event of an emergency.
In practice, while the risk is generally, though unevenly, displayed at campsites in flood-prone areas, there are still some grey areas in terms of the organisation of the warning: not all campsites in flood-prone areas are equipped with flood warning systems, and operators of campsites in flood-prone areas complain about the proliferation of unnecessary weather warnings. Interviews with operators of campsites in flood-prone areas also show that they are not always aware of the risk and that they fear the impact of the information on tourists.
The application of the law is therefore more a matter of the constraint of monitoring state services than of convincing the operators of campsites in flood-prone areas. »

Abstract :
This instruction recalls the regulations relating to camping and caravanning sites located in foreseeable risk zones. It calls for a review of the relevance of authorisations and compliance with these regulations for those located in areas of rapid-kinetic submersion. It specifies the conditions for evacuation in risk zones when the orange or red flood warning is triggered.

The damage suffered by campsites during storm Xynthia in February 2010 and the flooding of the Argens in June 2010 led, through action n°141 of the rapid submersion plan (PSR) launched in February 2011, to ask you to proceed, in each department, to a re-examination of the exposure and vulnerability to the risks of rapid submersion of all these sites.
The events in 2013 in the Pyrenees, early 2014 in Brittany and the Var, and these last few days in Languedoc-Roussillon remind us of the utmost requirement with regard to the safety obligations of the occupants of camping and caravanning sites.
Three years after the launch of the rapid submersion plan, and at a time when it has just been the subject of a mid-term evaluation by an interministerial inspection mission, we feel it is necessary to draw up an initial assessment of the implementation of this action, which is particularly the responsibility of the State and local authorities.
Indeed, the evaluation of this action by the inter-ministerial inspection mission shows that the steps taken have not been completed and must be continued.
Controls are generally irregular and the situation remains very uneven depending on the territories affected, even though in several regions and departments a great deal of work has been carried out in terms of identification and the establishment of redevelopment schemes.
These are campsites and caravan parking areas within the meaning of Article R 125-15 of the Environment Code intended to accommodate tents, caravans, mobile leisure homes and light leisure dwellings and located in areas at risk of flooding due to urban or rural runoff, flash flooding, marine submersion and rupture of hydraulic protection works with the exception of dams.
The delimitation of these zones is mentioned in the prefectoral decree relating to zones subject to a foreseeable natural or technological risk in application of article R443-9 of the town planning code.
In these areas you will draw up a census of campsites subject to one or more risks by gathering the different information you have on the extent of exposure.
At existing campsites you will check :
o compliance with the information, warning and evacuation requirements adopted pursuant to Article L443-2 of the Urban Planning Code. These must be consistent in the department with the civil protection response developed by the mayor in his communal safeguard plan (PCS) and with the organisation of the civil protection response (ORSEC). You will find attached a model of specifications.
o the validity of the authorisations granted with regard to changes in their exposure and vulnerability.
In order to avoid new settlements that endanger the safety of the occupants, you should check that the flooding and exposure to other natural risks (in particular landslides, falling blocks or trees, storms and forest fires) and technological risks have been taken into account during the planning permission procedure and during the legality control.
In the event of orange level crane vigilance on watercourses, you will examine, in liaison with the mayors concerned, the need to evacuate the campsites located along these watercourses. In any case, in the event of red level vigilance-cruises, this evacuation must be undertaken without delay.
Faced with the risk of a storm, you will invite the campsite managers to take into account the following recommendations: on the one hand, prune the trees during maintenance work, on the other hand, during the event, monitor the trees as soon as a strong wind alert is issued and group the campers together in a permanent shelter.
Finally, you will organise, in each department, their inspection as part of a programme that you will draw up by 31 October 2014 after consultation with the "camping" sub-commission of the departmental advisory commission for safety and accessibility (CCDSA).
This program will define, by mobilizing all the means at your disposal and the stakes of the territory, the list of lands whose inspection is a priority. It will be established over a maximum of two years.
You will report to us under the present stamps and within one month, the particular cases of campgrounds and caravans for which it would be impossible to adopt warning and evacuation measures to ensure the safety of the occupants. It will then be up to you to discuss with the mayors the possible administrative closure of sites exposed to serious risks to human life.
You will inform us of the implementation of this programme every six months from 15 November 2014 using the attached form.
